    摘要:随着市场经济的发展,农村社会保障在以农业为主的我国越来越重要了,尤其是在贫困的农村,社会保障问题更是得到人们的关注。建国以来,我国农村的社会保障从无到有发展到现在,取得了令人鼓舞的成绩,但是在贫困的农村地区依然存在着非常严重的问题,如保障覆盖面窄,保障水平低，资金来源不足等。研究贫困地区农村社会保障问题并提出可行的实施方案，对于建设和谐社会而言具有重要的意义。

    Abstract: Along with market economy development, The countryside social security has been being more and more important by agricultural primarily our country, In particular in impoverished countryside, The social security question obtains people's attention. Since founding of the nation, Our country countryside social security grows out of nothing develope  to the present, Has obtained the inspiring result, But still has extremely serious issue in the impoverished countryside area, Like the safeguard coverage is narrow, The safeguard level is low, capital source insufficiency and so on. Studies the impoverished local countryside social security question and proposed the feasible implementation plan, says regarding the construction harmonious society has the vital significance.

    社会保障是一国政府为全体国民（无论是在城市还是在农村）因各种原因失去收入来源而生活贫困时，向他们提供的生活保障。建立农村社会保障体系，不能不考虑到我国的地区差异。我国贫困地区人口比重大，经济发展程度相对较低，而且集中了我国大部分的贫困人口，建立社会保障体系的任务更艰巨，贫困农村社会发展中的问题更为突出，建立社会保障体系的紧迫性更为明显。我国目前正在建立的社会保障制度主要限于城镇地区，尽管从1991年开始已经在发达的农村地区进行了商业性的社会保障制度改革试点，但真正意义上的社会保障制度在农村地区仍是一个空白。我国现在仍然是一个农业大国，建立较为完善的农村社会保障，其迫切性及意义不亚于城镇的社会保障。

    一、贫困地区农村社会保障的现状

    建国50多年来，我国部分农村地区建立了一些初步的社会保障制度，对于保障人民生活安定，调动广大农民的积极性，都曾发挥过极为重要的作用。部分地区解决了部分群众“老有所医，老有所养”的问题。但是，由于它是在高度集中的计划经济体制下，在自给自足自然经济的基础上逐步形成和发展的，随着农村社会经济的发展和改革开放的推进，它对农村社会发展的保障功能，却没有很
